[APCEIU] UNESCO holds workshop for Education Costing in Myanmar

A technical training workshop on costing and simulation modelling was held from September 9th to 12th in Yangon, Myanmar. Conducted by the United Nations Education, Scientific and Cultural Organization (UNESCO), the workshop is part of UNESCO’s support of Myanmar’s education reforms under Phase Three of the Comprehensive Education Sector Review (CESR). Covering education policy cycles, education indicators and key concepts in education costs and finance, the four-day workshop was attended by more than 30 participants from Myanmar’s Ministry of Education (MOE).

Through the workshop, participants were trained in the Education Policy and Strategy Simulation Model (EPSSim) and drafted sub-sector policy targets and indicators for Myanmar’s National Education Sector Plan (NESP).  Daw Yee Yee Cho of the Education Management Information Systems Working Group explained, “The advantage of simulation modelling is that it is intricately linked to policy goals, and clearly lays out the financial implications of policy options for policy-makers to consider.”

UNESCO’s costing team also designed a prototype of education simulation model specifically for Myanmar, and through working with Myanmar’s CESR Office, hopes that it will serve as a guide for Myanmar’s education sector development in the short and medium term.

Additionally, the UNESCO team met with Director-General of the Department of Myanmar Education Research Bureau (DMERB) Dr Myo Thein Gyi, Deputy Director-General of the Department of Education Planning and Training (DEPT) Daw Khin Myo Myint Kyu and Task Manager of the CESR Office Daw Tin Tin Shu. Expressing their appreciation of UNESCO’s continued support in the CESR process, Dr Myo Thein Gyi and Daw Tin Tin Shu has invited UNESCO to conduct two other technical workshops for other ministry officials in the last quarter of 2014.

지난 9월 9일~12일, 미얀마 양곤에서 유네스코(UNESCO)가 주관한 교육원가 계산 기술교육워크숍이 열렸다. 이번 위크숍에서는 미얀마 교육부(Ministry Of Education) 30명의 대표들이 참석한 가운데, 교육정책, 교육의 질적지표, 교육원가와재정에 대해 기술교을육 진행하였다.

이 워크숍을 통해서 참가자가 교육정책과 계획 시뮬레이션 모델(Education Policy and Strategy Simulation Model)에 대해서 연수를 받으며 미얀마의 국가교육부문계획(National Education Sector Plan)의 정책목표를 초안했다. 교육관리정보시스템 특별 조사 위원회의 이 이 초가 “시뮬레이션 모델링의 장점은 그와 정책목표의 관련이고, 정책 입안자를 위해 정책 대안의 금융 관련이 잘 보여드릴 수 있는 것” 했다.

유네스코 교육원가계산팀이 미얀마 전용 교육시뮬레이션모델 프로토타입도 설계했다. 미얀마 종합교육부문검토(Comprehensive Education Sector Review; CESR)사무소과 협조를 통하여 미얀마 단중기 교육 발전의 도움이 되기를 바란다.

또한, 유네스코 교육원가계산팀이 미얀마 교육연구업무(Department of Myanmar Education Research Bureau) 사무총장 미오 티엔 기, 교육연수기획부(Department of Education Planning and Training) 부총장 킨 미오 미인 큐, 종합교육부문검토(CESR)사무소 태스크 매니저 틴 틴 슈를 만났다. 미오 티엔 기 사무총장과 틴 틴 슈 태스크 매니저가 유네스코의 지지를 감사를 전하고 올해 하현에 기술교육원크숍을 주관하는 것을 초대했다.
