[APCEIU] UNESCO mission in Cairo for Egypt’s Education Development Plan

9f27359e7af37d4898af8b0ea8e1f0a3A UNESCO mission led by Assistant Director-General for Education Qian Tang was welcomed by Egyptian Education Minister Mahmoud Abou Nasr and other officials in Cairo on September 11, 2014 for a meeting to discuss cooperation between the organization and the ministry for education development in the country.

Minister Abou Nasr reassured Assistant Director-General Tang of his ministry’s focus on street children literacy as well as provision of technical education. He further elaborated on Egypt’s plan for schools that will provide second chances to street children, learning from the positive experiences of countries such as Finland and Brazil.

He also introduced the plan of providing 500,000 poor families in five provinces with monthly stipends in exchange for the families committing to send their children to school. The ministry hopes that by providing the stipend, it will ease the families’ finances and the children will be able to attend school instead of being forced by their parents to work in the streets for extra income.

The minister later emphasized the large proportion of students who turn to technical education upon completing basic education, and how the state has responded by deciding to establish a special ministry for technical education.

Assistant Director-General Tang expressed support for the ministry’s education development plan, stating that the mission will work out details with the relevant stakeholders and international institutions for comprehensive and effective implementation of the plan.

The UNESCO mission is scheduled to visit the recently established Regional Center for Adult Education (ASFEC) in Sirs El-Layyan next.


지난 9월11일, 이집트 교육부장 마모우드아보우나시어(Mahmoud Abou Nasr)와 정부관원들이 카이로에서 유내스코 교육부분의 부사무총장 탕치엔(Tang Qian) 끌은 사절단을 환영했다. 이번 사절단은 교육발전을 위해서 유네스코와 이집트 교육부와의 협조를 도론하러 왔다.

아보우나시어 부장은 교육부의 중심은 거리에서 사는 노숙 아이들식자율과 기술교육의 제공이라고 밝혔다. 거리에서 사는 노숙 아이들을 위한 학교를 설립하는 계획도 있다고 했다.

아보우나시어 부장도 50만 빈곤가정에게 월봉급을 주는 계획도 소개했다. 수익자 가족들 가계 더 편하면 아이들이 일하는 것대신에 학교를 다닐수있다고 설명했다.

또한, 기초 교육을 끝나고 나서 대부분 학생들이 기술교육으로 계속되기때문에 이집트 정부가 기술교육을 위한 부처를 설립한다는 결정했다.

탕 부사무총장은 교육부의 교육 발전계획을 지지하고 이번 사절단은 이해당사자와 관련된 국제기관하고 계획을 잘 실행을 위해 자세한 내용을 해결한다고 약속했다.

이번 유네스코사절단도서스엘레이엔(Sirs El-Layyan)에 있는 최근 설된 지역성인 교육원(Regional Center for Adult Education) 을 방문할 예정이다.
